How do i get my Dune Buggy street legal in the state of PA?

i have this dune buggy that has everthing it would need to be on the road like horn,turn signals,seat belts,mirrors,etc.The dunebuggy was bought off the internet and it came with and title that said it was an ATV.but on the webite it said it could be retilted and become street legal,it's also DOT,EPA,CARB approved.so how do i go about getting another title for it,and how do i make it street legal.
