Why does Yahoo keep creating products and services that they are just going to discontinue in a year or so?

Yahoo keeps creating products and services that they just discontinue in a couple of years time? Why do they even bother? Why do they waste users time by creating Yahoo Personals, Yahoo Briefcase, Yahoo Pictures, Yahoo MyBlog, and then in a couple of years time... discontinue it?
