Is it legal for my neighbour to do the following 1 he has 2 kids, they have 2 mini bikes, his kids ride these up & down the very fast , these kids do not wear helmets and they will add extra riders, kids of same age, who also wear no helmets, these kids are 8 & 10 years old. He & their mother let these young kids ride these mini bikes, all the time up and our street and some times they ride through yards. The male neighbour has this old ATV, he does not believe in helmets either, he flies up and down the streets on that atv,when he stands up he goes even faster. He rides this atv day and night up and down the street every weekend at different hours, at night he has only one headlight working. He also put his 2 kids behind him again with no helmets, he is going down the road at unsafe speeds. I am afraid sooner or later him or the kids will lose control by driving reckless and crash into something and somebody will be hurt by not having head protection. Will not be able to pay for what they hit, for they have no insurance.Can the police or child services do something about this ?
