How do you get an Ohio ATV title when the ATV is from a state that doesn't require them?

I bought an ATV from Georgia, which doesn't title ATVs and live in Ohio which does. Will the title office accept a bill of sale. I'm wondering because I purchased another ATV from Missouri, where they do title them, but the previous (original) owner never did. Ohio won't issue me a title, even though the ohio.bmv.gov website sounds like they will with a pencil tracing and a sworn affidavit of ownership or notarized bill of sale. (I have all three and still no cigar). Three separate local branches are telling me I need a title from Missouri to title that one. Now I'm wondering about this new Georgia ATV since that state has never titled them and I obviously have no title to give them. I need to hear from someone in Ohio who has dealt with this before, not someone from another state because every state is different. Thanks in advance.
